Ashley Edwards

Director of Impact

As Director of Impact, Ashley uses data to help PEF staff and Hamilton County educators, students, and community partners make informed decisions that strengthen programs and improve student outcomes. 

As an experienced researcher and leader in the public and nonprofit space, Ashley brings a deep background in data collection, statistical analysis, and evidence-based strategy to the PEF team. Before joining PEF, she served on the City of Chattanooga Innovation Team and has previously led data analysis and insight generation across several research areas, including criminal justice with the Washington DC, Metropolitan Police, workforce development at the nonprofit Opportunity@Work, and economic well-being at the US Census Bureau.  

Ashley is passionate about using data to help students, educators, and communities succeed, advancing economic mobility and equity through collaboration.  

A native of North Carolina, Ashley holds a Master of Public Policy from the University of Minnesota and a bachelor's degree from Appalachian State University. In her free time, she enjoys completing crossword and jigsaw puzzles and can often be found biking along the Riverwalk Trail.
